Is it a harassment?

Is it a harassment?
I'm in a government organization and there is one very senior person always belittle working women in office that they are useless, women should not be recruited and has a humiliating attitude towards women.
Isn't there any law for this? Is it all ethical?

Yes this can be classified under sexual harassment Vishaka Guidelines as per defined by Supreme Court Vishaka Guidelines( see document: http://sexualharassmentatworkplace.india...asthan.pdf.
Supreme Court has clearly mentioned in the "preventive Step" in Vishaka case:

(d) Appropriate work conditions should be provided in respect of work, leisure,
health and hygiene to further ensure that there is no hostile environment towards
women at work places and no employee woman should have reasonable grounds to
believe that she is disadvantaged in connection with her employment.

Also :
10. Gender equality includes protection from sexual harassment and right to
work with dignity, which is a universally recognised basic human right.

Article 11 :
“1. State Parties shall take all appropriate measures to eliminate discrimination
against women in the field of employment in order to ensure, on a basis of equality
of men and women, the same rights, in particular :
(a) The right to work as an inalienable right of all human beings;

So this is clear violation of fundamental rights of a working woman. Since it is raised within the Preventive Steps in Vishaka case, you can raise it under non-conformance of sexual harassment guidelines as this type of mentality can further encourage sexual harassment to working women.
