Maternity Leave Post Birth of Child - Rajasthan

Maternity Leave Post Birth of Child - Rajasthan
Dear Sir,

I am working as Teacher in Education Department of Rajasthan since 21st Apr-2005. Now, on 21st Apr-2014 I am elligible for ACP (9/18/27 benefit) .
Application is put on hold because the Date of birth of my second son is prior to date of Medical Certificate submitted.

1. Date of Birth of my Second Son - 27th Oct'08
2. Date of Maternity Leave started - 08th Nov'08 to 03 May'09 (177 days)
3. There were Diwali Holiday's in Education Department from 26th Oct'08 to 07th Nov'08. I Joined School on 07th Nov'08.
4. Medical Certificate was submitted from 08th Nov'08 to 03rd May'09

All the relevant documents are submitted to Department. But department put the ACP on hold by making a remark as mentioned below -

"your service book is mentioned in dated 8.11.08 and your affidavit is declared in your second son date of birth is 27.10.08 .and service book sanction in maternity leave sanction 177 days. Your recovery is 9 days in recorded your service book so the candidate is deposit the recovery on 9 days. after a.c.p.is to be sanctioned. thanks"

Remark can be checked sugamrpg.raj.nic.in , Enter Your Registration Number - 08140130044

Request you to please suggest the way forward & help me in providing me clarifications on below mentioned queries :

1. Is the recovery of 9 days is as per rules
2. Will this recovery be treated as "Service Break"
3. Who will approve these leaves & Which leaves to be approved
